About Legacy Rail

Legacy Rail Operations was founded by industry veterans Jeffrey and Gregory White in 2015, with a mission to transform rail operations by integrating innovative solutions that enhance safety and efficiency across the board.

Our mentor, the late William “Bill” Mooney once shared that passenger rail operations is an industry taught skill passed down from generation to generation.  Cyclical financial challenges within large municipalities often lead towards early retirement packages.  In some cases, extremely knowledgeable experts within their field retired before their time.  Jeffrey White, a specialist within many disciplines of his career, found himself in this position.  He was fortunate to use his skills as an independent consultant on the Dulles “Silver Line” phase I 23-mile extension of Washington’s existing Metrorail System.

In June of 2015, Jeffrey and his brother, a seasoned entrepreneur, Gregory White formed Legacy Rail Operations.  Legacy is a Metra certified Disadvantaged Business Enterprise “DBE” now certified in 15 states including New York, California, Texas, and Massachusetts.  Our transportation-oriented consulting firm focuses on the operational impact of rail transportation projects.   Legacy’s diverse team of specialists are now carving out a unique space in the industry at a critical time of industry growth. Legacy’s consulting experience varies from large train car projects, multi-billion-dollar line extensions, revamping major bus/rail transportation control centers, design-build project teams, bus/rail system planning projects and all electric bus terminal design & field charging stations.  Legacy Rail completed an intense “Mentor Protegee” program with an industry major.  We are now CMs with an operations specialty.

The planned 150,000-square-foot facility will house the CTA’s 24/7 Control Center, which oversees the operation of and communication with buses, trains and power on the rail system. Additionally, the new building will serve as CTA’s main training center for a wide range of operating, maintenance and customer-facing personnel.
